Can Municipalities Lead The Way in Low Carbon Concrete Procurement? Yes, They Can!

Date & Time: Wednesday Feb 11, 2026 at 3:15 pm
Duration: 50 minutes
Location: Pegasus Room D
Registration: $50 plus hst

Description

The concrete industry takes an active role in collaborating with all levels of government in the development of low carbon concrete policies, making efforts to educate stakeholders on the practical implications of proposed specifications, while accommodating emission reduction ambitions.

A positive example of this comes from the City of Langford, located near Victoria on Vancouver Island, who in late 2021 announced the intention to implement low carbon concrete specifications. We will examine the City of Langford’s sustainability journey, from initially mandating a prescriptive solution, the use of carbon mineralization technology, but then adopting performance based specifications, by moving to the use of EPDs to achieve their targeted climate action goals.

Concrete BC produced the following video to tell this story: https://youtu.be/zfgKiogPedk?si=M-

The presentation will examine the City of Langford’s policy development and explain their impact in terms of carbon budgets and project level performance that could be applied by other levels of government that are developing low carbon concrete policies.
